• Residents of Birkenhead, Ethelton, Exeter, Glanville, Largs Bay, Peterhead, Semaphore, Semaphore Park and Semaphore South.
• Special interest groups and non-profit service and community organisations.
• Traders of Businesses on or adjacent to Semaphore Road.
• Local Council Members
