Last year Council funding for Semaphore Road activities was cut
so urgent action is required by residents & business people of Semaphore.
With funding from Council for Semaphore Rd activities being cut last year,
the Semaphore Street Fair and other future community
activities and events are in doubt.
With no core funding, the future of Semaphore’s key body representing
residents and business is also at a critical junction.

of the Semaphore Mainstreet Association
Items on the agenda include : appointment of 2012 Committee; the future
direction of the SMA structure; review of the current Constitution; motion
for a name change; 2012 proposed projects; implementation or cancellation
of the Semaphore Street Fair; and general business.
The SMA urges residents and business owners to attend the meeting to
voice their concerns and ideas for Semaphore Road’s direction. The SMA’s
future as a volunteer led organisation tasked with the promotion and
development of Semaphore Road will be discussed.

As of 30 June 2011 the City of Port Adelaide Enfield Council will no longer be providing regular financial support for the economic development of Semaphore’s business community.
The SMA wishes to share some information with you and to ask your opinion about a proposal to fund future Semaphore Mainstreet Association (SMA) and local economic development activities using a separate rate on property owners calculated on Council rates.
The SMA looks to maintain Semaphore as a precinct of locally owned, successful business operators. We do not wish to see Semaphore become the next street full of chain stores and people who don’t care about our area and its diversity. I hope you agree with the majority of local traders and residents that our business precinct is important to the health and welfare of our local community. If you do, then please read through the attached discussion paper because you will learn about the proposal – its pros and cons – and how it might affect your business if it is introduced.
The City of PAE has informed the SMA that if local business and property owners support the proposal, Council will put forward a recommendation to Elected Members for their discussion and vote for the 2011/2012 Budget. Over the coming 3 months your information needs, comments and concerns about this proposal will be addressed by the SMA and you are encouraged to make contact via a range of avenues : fill in the attached survey form and send it back; contact the SMA and ask for further information (Tricia Flowers - the SMA Mainstreet Coordinator, a SMA Committee member or Semaphore business owner will call or visit you); attend the Feedback Forum.
The SMA understands the difficult environment our Semaphore business owners have been operating under for the past 12 months. The SMA Committee is made up of business owners also, whom have looked at many options available to us and feel that the introduction of a separate rate is a positive and essential step to work towards a more successful business community for us all. The iconic Semaphore Jetty will reopen this Friday, July 16th! According to the latest news we have received from The Department of Transport Energy and Infrastructure the Jetty's structure and handrails will all be finished and fencing will be removed in order to allow the public access by this date. There will be temporary flood lights in place in the short term until permanant lighting can be completed. Keep your eye out for a detailed press release from the department with more information!

Did you know that Mail steamers at Largs Bay anchorage were once connected with their agents' office by means of a telephone at the end of the Semaphore jetty, using a cable to a protected terminal on a buoy several miles out at sea?
There have been many changes to Semaphore jetty over the years.
It is now undergoing a $145,000 facelift.
To ensure public safety the reconstruction area will be closed while the Department for Transport, Energy and Infrastructure carries out repairs. Crews will be onsite between 8 am and 4 pm each day. DTEI apologieses for any inconvenience and thanks jetty users for their patience.

A breakfast hosted by the Chamber of Commerce at the new Portobello restaurant on Wednesday morning the 21st of April was the focus point for Urban Construct’s Todd Brown to present an overview of its proposed development at Dock One. This exciting new residential waterfront development is right next to the Port Centre and will bring 400-500 new residents into 250 two and three storey town homes.

Environmental & archaeology workYou may notice some interesting activity over the next few weeks in the vacant area near you between Causeway Road and the Port River earmarked for future residential development.
The Land Management Corporation’s responsibility is to prepare and clear the land prior to transfer to Newport Quays Consortium for its residential development. Part of this work will be to conduct environmental soil testing in the area known as Hawker’s Creek, shown on the map on the back of this update.
Personnel will be on site from late April until mid May with the work to be managed by environmental consultants, Tierra Environment Pty Ltd. The work will be conducted between the hours of 7am and 6pm. They will be excavating trenches in and around Hawker’s Creek in order to view and test the soil. The majority will be shallow trenches to about one metre to define the edge of the creek and to identify any structures that are present near the surface. There will also be some deeper trenches to a depth of about three metres. These will mainly be to assess the material that was used to fill the creek.
The work will be managed and monitored to avoid dust or noise nuisance and will involve some equipment such as a backhoe, which will be transferred to the site via a truck through Wirra Drive.
Alongside and at the same time as the environmental work, a team from the Flinders University Archaeology Department will be conducting archaeological investigations. They will record any structures that may be exposed by the excavations. This work will be recorded as part of LMC’s Cultural Mapping program of the area around the inner harbour that is designated for redevelopment.
Hawker’s Creek was originally a small watercourse that ran into the Port River, which over a number of years, was expanded and used for docking and loading as part of the considerable industrial activity around it. Over the past 120 years or so, Hawker’s Creek has been filled in and now the only visible trace is a metal drain outlet to the river. However archaeologists suspect that some of the original wharf structures, retaining walls and jetties may remain buried in the land reclamation.
Access to the area will be restricted to authorised persons.

Prior to the Easter long weekend, the SMA embarked upon a radio marketing campaign with the popular radio station MIX 102 FM. By all accounts it was a great success, bringing people from greater Adelaide and holidaymakers to a thriving Mainstreet that was open for business over the holiday. No doubt local residents and traders alike have been excited with the progress of the street upgrade that is well underway. There are many aspects of the project ready to be finished in the next few months. Current reports from council indicate that we will see much of the footpath and safe-use bike path paving progressing from Water Street to Ward Street, Swan Street to Water Street, and Jagoe Street to Penny Street which is near completion. Included in the project and arriving soon to areas where paving is complete are trees and landscaping. In addition, new bike rails have been ordered along with aluminium benches, and those will be installed gradually at strategic locations along the length of Semaphore road. At the east end of Semaphore road, be aware that significant traffic controls at the Causeway Road and Semaphore Road intersection will continue over the next few weeks while stormwater drainage is completed.

Shuttle Buses to Semaphore Road
The Queen Victoria and The Queen Mary II ocean liners berthed at the Port Adelaide Terminal on 24 Feb and 11 March respectively. The SMA provided a free shuttle bus service for passengers and crew who preferred to visit Semaphore Road rather than go into the city or on a pre-booked tour.
The shuttle bus was driven from the terminal along the Esplanade then the full length of Semaphore Road with SMA volunteer tour guides talking about the heritage, the shops and eateries along the way. The bus turned at Glanville Station and passengers were dropped where they wanted to go between The Causeway and The Esplanade.
Many were seen wandering up and down the street carrying their complimentary blue Semaphore Shopping bags, and some were seen dining in the ‘East End’. Everyone spoke highly of cafes and restaurants where they had eaten. They completed SMA questionnaires, signed the visitor book at the terminal making positive comments to staff and volunteers upon their return.
This initiative was a trial run and promoted on the back page of the Messenger on 24 February. The SMA was congratulated in supporting this new project by SA Tourism staff because it was well organised and promoted Semaphore as a tourism destination. The SMA may consider running the shuttle bus for a full season next year, and Trader feedback will be greatly appreciated.
Events
The iconic International Kite Festival has been cancelled this year due to the repair of the Semaphore Jetty. The SMA met with organiser Anne Marie McConchie to discuss challenges and develop a strategy to work together in the future to ensure that this popular International event, which has been successful for over ten years, stays in Semaphore.
The Semaphore Information Centre was opened on 6th March by The Honourable Mark Butler, was well attended by members of the community, volunteers, traders and the SMA. The SIC’s first event featured an informative forum where all political candidates were invited to speak to the community about their policies.
The ‘Fish Head Fringe Event’ a community picnic with a fishy theme sponsored by the City of Port Adelaide Enfield on Saturday 13 March, was a delightful light hearted afternoon with a variety of entertainers including Prawn Head, Born on Monday Choir, Eileen Darley and the Fish Shop Boys. It was well attended by the local community.
The yellow Life Saving Tower was formally opened on 25th March, by The Mayor of Port Adelaide Enfield Gary Johansen. It will be staffed by North Haven and Semaphore Surf Lifesaving Clubs.

Semaphore Mainstreet Association – New Committee
The AGM of Semaphore Mainstreet Association held 15 February on the Palais Deck saw a new committee of traders and residents elected. The SMA constitution states the Committee shall consist of, ‘not less than six nor more than ten, resident/trader members of the Association elected at the AGM.’ Elected unopposed into the office bearers positions are Jo Hemmings from Shoes on Semaphore, Chairperson; Bernard Sullivan from Brocks Harcourt, Vice Chair; Gail Rogers from Xanadu, Secretary; Anna Martin resident, Minutes Secretary; and Bob Karpluk, owner of the Palais Hotel, Treasurer.
Congratulations to the following people who were elected onto the committee by SMA members present at the AGM, overseen by Kath Duncan, Returning Officer from the Port Adelaide Chamber of Commerce. Andrea Murray, resident and owner of Semaphore House; John Privopoulos from Café Indulge; Irene Horrel, Manager Bank SA; Marelle Smith, resident and Iain McHale from McHale’s Shoe Repairs have joined the new committee.

The Semaphore Mainstreet Association is pleased to announce the selection of Yvonne Merendi as Semaphore Mainstreet Coordinator.
Yvonne has been the ‘face and driving force’ for projects in East Rundle Street, Beach Road Traders-Christies Beach, Glen Osmond Road Precinct, Grote Street Business Association and the proposed Prospect Business Trust. Prior to mainstreet management roles, Yvonne had a successful career in the arts and entertainment fields.
The Association recognises that Semaphore faces major challenges with the Port Centre redevelopment and a major upgrade of Semaphore Road in the immediate future. The appointment of Ms Merendi as Mainstreet Coordinator will provide the Association and local traders with guidance through this period and ensure that every opportunity is fully exploited for the benefit of local residents and traders while still retaining all those unique characteristics of Semaphore community life that locals and visitors especially treasure.
Yvonne stated, ‘This is a role I am genuinely passionate about. Bringing local traders, businesses, residents, property owners, community groups and local government together for the economic and social benefit of all will be as exciting as it will be challenging.’
